Gas Cylinder Government Bids & RFPs

Instock gas supply requires immediate delivery (0-2 days). Back order gas supply has a short-term delivery delay (2 days to 2 weeks). Custom order gas supply has a long-term delivery (2 weeks to 2 months). The contractor must deliver requested instock gases within 96 hours (48 hours for emergency requests) after notification. Routine deliveries shall be made no later than **** hours on the third business day following placement of the order. Emergency orders shall be delivered within 24 hours.

The contractor shall replace any industrial or specialty gas that fails to meet the required specifications for purity, laboratory standards, or content at no cost to the government within 48 hours of receiving a discrepancy notification. The contractor shall replace any externally faulty or inoperable cylinders within 96 hours of being notified by the COR at no cost to the government.

The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the specification requirements (Lowest Price Technically Acceptable - LPTA).

Determination of contractors responsibility will be determined in accordance with FAR ****, System of Award Management registration. Contracts will be awarded only to prospective contractors that the contracting officer determines to be responsible. Offerors must meet the general standards of responsibility set forth in FAR ****.

Failure to address each requirement will result in the price proposal being rated unacceptable. No award can be made to an offeror who has been determined non-responsible by the contracting officer.

The estimated contract ceiling value is $2,058,****.

Bids are due by 07/29/2026 02:00 PM UTC-08:00 Pacific Time.

Successful bidder must maintain sufficient stock to enable requested deliveries to be made no later than 24 hours after order.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later.

The manufacturers standard warranty will apply unless otherwise specified in the IFB.

Award will be made to the lowest responsible bidder, taking into consideration the quality of the products to be supplied, their conformity with specifications, the purposes for which they are required, and the time for delivery.

Bidder must be licensed in accordance with all rules and regulations required by the state of Louisiana as it pertains to this work.

Failure to deliver with the time specified in the contract may result in termination of the contract.

Failure to comply with insurance requirements, failure to submit bids on standard forms, bid containing no signature, bid filled out in pencil, bid not submitted on the states standard forms, bids received after bid opening time, failure to comply with FOB destination requirement, failure to submit descriptive information, failure to note exceptions on the bid form, failure to specify brand and model number, failure to specify unit prices, bids other than FOB destination, bids indicating estimated freight charges, bids conditioned with a shorter acceptance period, prices not quoted in the unit/packaging specified.

Deliveries shall be made to the NIOSH Morgantown campus only between the hours of 8:00 am and 4:00 pm Monday-Friday, and not on federal holidays. The facility POCs will contact the contractor to deliver compressed gases supplied under this agreement via website portal, email, or telephone for delivery within 72 hours of request.

Payment for orders is intended to occur via the government purchase card by individuals authorized herein. A summary invoice shall be submitted at least per delivery, monthly or upon expiration of this BPA, whichever occurs first.

The government will award a BPA resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The award will be made using the lowest price technically acceptable LPTA methodology.

Contractor shall provide documentation demonstrating a commercial record or confirming that they are capable of consistently providing both the quantity and purity of the required supplies. Contractor must have drivers that are U. S. citizens. Contractor must provide documentation showing capability to provide service and repair to vendor supplied storage tank, regulators, and telemetry.

All quotes that contain planned or potential AI use and do not contain an acceptable AI compliance and risk management plan will be considered nonresponsive and ineligible for award.
