This information will carry forward to a contract if awarded, therefore please ensure all information is correct. ** Entire Official Bid Document and Bid Bond ( if required) should be combined as one PDF and uploaded** The project consists of installing new PVC roofing membrane over existing metal roof including the following: 1. tDemolition: a. tRemove existing PV panels. b. tRemove obsolete curbs. c. tRemove existing gutters and downspouts d. tRemove existing roof edge metal trim. e. tDisposal of demolition waste materials. 2. tNew Construction: a. tInstall new roofing panels to infill: i. tOpenings where obsolete curbs were located. 3. tRoofing Installation: a. tInstall flute filler insulation between ribs of the metal roof panels. b. tLay approved cover board over the insulation and ribs, and then mechanically fasten to deck. c. tLay single ply membrane into place. d. tMechanically fasten membrane. e. tHot air weld field seams and laps. f. tCustom flash penetrations then treat with a hot air welder. g. tInstall new sheet metal edge flashing, trim, gutters and downspouts, etc.

Interested vendors must be registered with the US-Canada Joint Certification Program (JCP) to access technical data packages (TDPs). Each individual requiring access must have a SAM. gov account. The TDPs are classified as distribution D, limited distribution authorized to the Department of Defense (DOD) and US DOD contractors. Responses are requested electronically by 12:00 PM CT on October 13, 2025. Responses must include company name, cage code, point of contact information, company address, business size, prime/subcontractor interest, company capabilities, facilities, personnel experience, quality system, past/current manufacturing experience, feasibility of lead times (270 days for first article test, 365 days for production), rough order of magnitude (ROM) prices, minimum/maximum monthly production quantities, and available capacity. Responses must also identify if the firm has produced the items, when, who the customer was, the production rate, and the contract number. Respondents must identify any components or materials subject to price volatility or scarcity and address mitigation strategies. The US government intends to use the information to develop an acquisition strategy for future requirements.

The tender specifies the requirements for a line boring machine, including detailed specifications for the machine and its accessories. The successful offeror must provide a machine meeting the requirements listed in section 3. Delivery of all materials is due no later than 10 weeks following the date of order issuance. The delivery must be made to the south side of the dam, between 7:00 a. m. and 3:30 p. m. during normal working days. The delivery address is provided. A one-year warranty on all parts, labor, and workmanship from factory defects is required. Two complete physical copies and a single digital copy of the operation and maintenance manual are required.
