Mail-in hard copy proposals and electronic copies must be received by Monday, July 13, 2026, by 11:00 a. m. EST.

The determination of award may be based upon the hourly shop labor rate and a percentage markup/discount off from manufacturers list price on replacement parts but can also include job completion speed.

Vendors shall provide a copy of its State of Michigan Motor Vehicle Repair Facility license. Preference will be given to vendors that can show proof of qualified fire mechanics as defined by NFPA **** on staff. Each vendor shall furnish satisfactory evidence of their ability to perform work on the City of Flint's fire apparatus fleet and shall state the location of the facilities where the apparatus maintenance is to be performed.

Failure to deliver in accordance with specifications will be cause for the City of Flint to cancel the contract or any part thereof and purchase on the open market, charging any additional cost to the contractor/vendor.

Bids not meeting all requirements may be rejected. Failure to use the bid form shall result in bid disqualification. Failure to bid on all items shall result in an incomplete bid determination.

Sealed bids will be received until 2:00 p. m. EST, Thursday, July 30, 2026.

Payments shall be made to the contractor upon receipt of an invoice. The county will retain 10% of the amount on the invoice, and upon approval, payment is remitted within 30 days. Final payment of retained funds will be remitted upon final inspection and receipt of maintenance bond.

The contractor warrants that the work will be performed in a good and workmanlike manner and will conform to specifications and be free of defects in workmanship or materials for a period of one year following completion.

The contract shall be awarded to the lowest and/or most responsive and/or most responsible qualified bidder.

Bidders must have at least five years of experience, be properly licensed under Michigan law, and be able to obtain required insurance and bonds. A Michigan Residential Builder or Maintenance and Alterations Home Wrecking license is required.

Failure to attend the mandatory pre-bid meeting shall result in disqualification of a contractor's bid. Breach of contract warranties can lead to termination.

An onsite mandatory pre-bid meeting will be held on Thursday, July 9, 2026, at 10:00 a. m. EST at **** Beach St. After the formal meeting, contractors will be able to tour the building.

Questions regarding this ITB shall be submitted in writing and received before 5:00 PM on Tuesday, July 7, 2026.

Failure to attend the mandatory pre-bid meeting shall result in disqualification of a contractor's bid. Misrepresenting information in the bid may result in contract termination.

In the city's evaluation of proposals, at minimum: cost, serviceability, financial stability, and all requirements set forth in this document shall be considered as selection and award criteria unless otherwise specified.

Bidders must provide a synopsis of their qualifications and experience with this service, list licenses, and state how long they have been in business. References for similar scope of work from the last 5 years are also required.

Failure to deliver in accordance with specifications will be cause for the city of flint and they may cancel the contract or any part thereof and purchase on the open market, charging any additional cost to the contractor/vendor.

If a bidder believes they are aggrieved in connection with the solicitation or award, they may protest the action to the city as outlined in Flint City Charter section ****.

Failure to use the bid form, failure to bid on all items, or violations of ethics provisions may result in disqualification or debarment.

Proposals will be evaluated based on cost, serviceability, financial stability, and adherence to all requirements.

Failure to deliver in accordance with specifications may result in contract cancellation and purchase on the open market, with additional costs charged to the contractor.

Failure to use the bid form, bid on all items, or submit required documentation may result in disqualification.
