Price quotations are due from qualifying firms only by Monday, July 13 at 10:00 a. m. ET.

PBGC will evaluate quotations and select the contract awardee based on evaluation criteria described in Attachment 2.

To be eligible for award, a firm will need to have experience providing in court or out of court restructuring advisory services to a debtor or creditor in a case in which the debtor had at least $4 billion in funded debt at the time of filing for bankruptcy or at the initiation of an out of court restructuring.

Firms must have experience providing in court or out of court restructuring advisory services to a debtor or creditor in a case where the debtor had at least $4 billion in funded debt at the time of filing for bankruptcy or at the initiation of an out-of-court restructuring. Firms must also be actively registered in the System for Award Management (SAM) and eligible to do business with the U. S. government. all responsible sources will have an opportunity to submit a quotation for pbgc to consider.

Letters of interest must be submitted by Friday, July 31, 2026, at 5:00 PM PST.

Invoices will be paid within thirty (30) days of receipt of a properly submitted invoice. Payments may be withheld for disputed items.

Offerors' qualifications will be evaluated primarily on written responses regarding qualifications, creativity, flexibility, past legal work, potential availability, and proposed fees.

Offerors must be attorneys licensed by the Oregon State Bar with at least five years of significant legal experience in the proposed areas of law. They must not have any sustained violations of professional conduct or government standards.

Failure to comply with contract terms, including those related to conflicts of interest or insurance, may result in termination of the contract.

Quotations will be evaluated based on technical merit and price. The evaluation criteria describes how PBGC will evaluate quotations and select the contract awardee.

Firms must have experience providing restructuring advisory services to debtors or creditors in cases where the debtor had at least $4 billion in funded debt. They must also submit Attachment 6, the Intent to Compete and Non-Disclosure Agreement, no later than 48 hours before the closing date. To be eligible for award a firm will need to have: experience providing in court or out of court restructuring advisory services to a debtor or creditor in a case in which the debtor had at least 4 billion in funded debt at the time of filing for bankruptcy or at the initiation of an out of court restructuring and executed and submitted attachment 6 intent to compete and non disclosure agreement no later than 48 hours before the closing date of this announcement.

Quotations that do not comply with instructions may be considered noncompliant and ineligible for award. Quotations that do not comply with these instructions may be considered noncompliant with the solicitation terms and ineligible for award.
