The review committee will evaluate submissions based on qualifications (20%), equity and inclusivity (20%), and service delivery (60%). The review committee for this solicitation is comprised of individuals with programmatic experience and knowledge deemed important for vendor selection.

Vendors must demonstrate experience working with high-risk and justice-involved youth, possess strong listening and communication skills, and have the capacity to maintain a regular cadence with each youth. Eligible organizations are community-based agencies, mutual assistance associations, and other nonprofit agencies experienced in serving eligible new arrivals in Minnesota, with a physical service presence in Minnesota.
