Orange County Power Authority (OCPA) is seeking proposals for a revolving credit facility, including a revolving line of credit and a standby letter of credit, with an aggregate amount between $60 million and $150 million. Proposals are due by 5:00 PM PST on July 10, 2026. OCPA reserves the right to reject any or all proposals.
Proposals are due by 5:00 PM Pacific Standard Time on July 10, 2026.
Proposals will be evaluated based on clarity, completeness, conformance, quality, content, relevant experience, past performance, qualifications of proposed team members, fee proposal, cost-effectiveness, and quality of references, aiming for the greatest value to OCPA.
Respondents must provide general information, firm ratings (at least two in the A2/A category or higher), capital position, experience in the government sector and with CCA programs, credit approval process, and ongoing monitoring procedures.
A protest must be filed in writing with OCPA within five (5) business days after receipt of notification of the contract award.
Failure to include required information may render a proposal nonresponsive and subject to rejection. Proposals are considered firm and irrevocable for ninety (90) days after the due date.
