This is a federal tender for the removal and installation of vinyl composite tile (VCT) flooring in Building **** at Fort Bliss, Texas. The project involves preparing the subfloor, installing new VCT flooring and vinyl base, and painting door trims. Key personnel, including a Project Manager, Superintendent, SSHO, and QCM, are required on-site at all times. The contract duration is 150 calendar days after notice to proceed. Performance and payment bonds are required. The solicitation is an 8a competitive award through the Small Business Administration. Offers are due by 11:00 AM MST on June 17, 2026. A mandatory site visit is scheduled for June 2, 2026. Questions must be submitted in writing by June 10, 2026.
The contractor shall begin performance within 30 calendar days and complete it within 120 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable. The period of performance shall be 150 calendar days after issuance of notice to proceed (NTP).
The government shall make progress payments monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished which meets the standards of quality established under the contract, as approved by the contracting officer.
In addition to any other warranties in this contract, the contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or workmanship performed by the contractor or any subcontractor or supplies at any tier. This warranty shall continue for a period of one (1) year from the date of final acceptance of the work.
Award will be made on the basis of the lowest evaluated reasonable price of proposals meeting the acceptability standards for nonprice factors. This method is the lowest price technically acceptable (LPTA).
The contractor shall provide a Project Manager (PM) with five (5) years of experience within the last ten (10) years working as a construction PM or in a position with equivalent responsibilities managing multiple construction projects simultaneously related to the project. The PM shall possess full professional working proficiency in English.
Disregarding the provisions of this contract or the accepted Accident Prevention Plan (APP) is cause for stopping of work, at the discretion of the Contracting Officer (KO), until the matter has been rectified.
The government has scheduled a one-day site visit at Bldg **** Ft. Bliss TX at 10:00 a. m. MST on June 2, 2026. Contractors who wish to attend the site visit shall provide the names, company name, position title, telephone number, email address and mailing address of all attendees via email to ***@***. *. * no later than 4:00 p. m. MST on May 29, 2026.
