Offerors must be currently enrolled in a graduate program in computer science, robotics, electrical engineering, mechanical engineering, or a related STEM field. They must demonstrate experience with Python programming, computer vision, image processing, or machine learning techniques, and at least one of the following: robotics, ROS/ROS2, simulation environments, stereo vision, point cloud processing, 3D reconstruction, or digital twin technologies. They must also demonstrate the ability to perform independent research and software development and be available for approximately 20 hours per week.

An offeror that takes exceptions to BSA terms and conditions or fails to provide all requirements of this RFQ may be deemed nonresponsive and may not be considered for award.

Deliveries, installations, or services shall not be scheduled during federal holidays or federal closures. The quote submission deadline is July 13, 2026.

Payment terms are Net 30 days after government acceptance of a proper invoice. Invoices must be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP).

A minimum of one-year full manufacturer's warranty on all parts is required.

The government will award a firm-fixed-price contract to the lowest-priced technically acceptable and responsible offeror.

Offerors must be registered and active in SAM. gov by the date and time set forth for receipt of quotes. Quotes of equal products must meet all salient physical, functional, or performance characteristics.

Submissions containing macros will be considered nonresponsive. Failure to complete required representations and certifications or reject terms and conditions may lead to exclusion from consideration.
