Proposals are due by Thursday, July 23, 2026, at 4:00 PM.

The city of Quincy's term for payment is net 30 days.

Warranty shall cover all work and guarantee to meet the city's requirements. The awarded proposer shall provide all warranty information as part of their proposal.

The city will base its selection on considerations including, but not limited to, unit prices and the clear ability of the proponent to successfully perform under the terms of the contract. The city also reserves unto itself the right to award the contract to a contractor whose proposal is not the lowest proposal, but whose knowledge, expertise, reputation, experiences, and/or previous results on projects, most closely meets the demands and needs of the city.

Proponents must have experience in the specific area outlined by the various sections of this proposal. Proponents shall submit all information related to their ability to successfully perform the work described in the rfp.

A scheduled site visit shall be done by all prospective vendors. Appointments for visitation can be scheduled by contacting the deputy chief of police Travis Wiemelt at **** or by emailing him at twiemelt@quincyil. gov.

Any bid protest regarding the solicitation must be submitted in writing to the director of purchasing, 7 days prior to bid opening. Any bid protest regarding the bid opening or contents of submitted bids must be submitted in writing to the director of purchasing, within 3 days of the bid opening.

Failure to include in the proposal all information outlined in this rfp may be cause for rejection of the proposal. Any proponents reliance on other city information and materials may result in a nonresponsive proposal due to inaccurate or incomplete information. Any evidence that indicates a proponent has failed to comply with the specific process integrity requirements or has otherwise substantially diminished the city's ability to award a contract in a timely manner and free of contention may result in that proponent's disqualification.

Proposals must be submitted by 2:00 p. m. , Thursday, June 18, 2026. Proposals must be submitted to the purchasing agents office, 600 pecan street abilene, tx ****, no later than 2:00 p. m. , thursday, june 18, 2026.

Award will be based on premium cost, administrative fees, benefits, special needs/requirements, vendor's past performance, vendor's ability, and final billed premium including broker commission. bidproposal award shall be based on but not limited to the following factors: a. premium cost b. administrative fees c. benefits d. special needsrequirements of taylor county e. vendors past performance record with taylor county f. taylor countys evaluation of vendors ability g. finale billed premium including broker commission

Insurance carriers must have an A. M. Best rating of A or better and be able to demonstrate the ability to process 90% of clean claims within 10 working days. insurance carriers submitted must have an a. m. best rating of a or better.

Proposals not conforming to specifications or submitted late may be grounds for rejection. any deviation may be grounds for rejection of the bidproposal.
