Ulster County is seeking proposals for a Due Diligence Impact Study (DDIS) and Project Labor Agreement (PLA) services for the Golden Hill Office Building Renovation. The DDIS is required to determine if a PLA is justified under New York State Labor Law. If a PLA is deemed appropriate, services will include drafting, negotiation, and finalization of the PLA. The contract period is anticipated to be 3 months from the notice to proceed. Quotes are due by June 12, 2026, at 4:00 PM. Vendors must demonstrate experience in preparing due diligence studies and understanding of labor market conditions. Additional documents may be required as per the contract agreement.
Quotes must be received no later than 4:00 p. m. on June 12, 2026, at the Ulster County Department of General Services.
The firm shall invoice the county on a weekly/monthly/quarterly basis for services provided, and the county will remit payment within sixty (60) days of invoice approval.
Responders should demonstrate experience in preparing reliable, professional due diligence impact studies, with an understanding of labor market conditions, work history, potential economic benefits, and other relevant factors pertaining to the use of a PLA.
The firm is responsible for penalties resulting from false information submitted to the county. For breach or violation of representations and warranties, the county has the right to annul the agreement without liability and recover all monies paid.
The bid does not require sample submission.
Failure to return the receipt confirmation form may result in no further communication or addenda regarding this bid. Misrepresentation or false statements related to the firm's status, or failure to notify the county attorney of any change in status, will result in immediate termination.
