This is an Invitation for Bids (IFB) for the replacement of active vehicle barriers at Pease Air National Guard Base. The government seeks to award a single firm fixed-price contract for services. All work shall conform to referenced Unified Facilities Guide Specifications (UFGS) and Unified Facilities Criteria (UFC). Preconstruction submittals include manufacturers certification, material specifications, and shop drawings. Site preparation involves pre-inspection and excavation for foundations. Foundation and barrier construction includes rebar placement and concrete pour. Finishing and site restoration includes installing remaining guardrail components and restoring disturbed areas. Project closeout requires as-built drawings and warranty documentation. A staging area will be provided. Traffic control is critical, with no blocking of the main road during normal operating hours. Temporary road closures require 7 days advance notice. Normal project work hours are ****, Monday through Friday. Site access requires base access and proper badging, with applications due within 10 days of contract award. A preliminary schedule is due within 7 days of the notice to proceed, and a detailed baseline schedule within 30 days. Schedule updates are submitted with each invoice. A schedule of values is due within 20 days. Daily, biweekly, and field condition reports are required. Submittals must follow specific numbering and register procedures. Closeout documentation, including OM data, warranties, and as-built drawings, is required prior to final inspection. The solicitation is a total 100% small business set-aside. Bids are due by the closing date and time of the solicitation and will be publicly opened on June 12, 2026, at 10:00 EST at the Portsmouth Armory. Bids can be mailed or hand-carried. No electronic bids will be accepted. A site visit will be conducted on May 22, 2026, at 10:00 AM EST on-site at Pease ANG Base. The contractor will also provide all required manufacturer and contractor warranty documentation for government acceptance.
The contractor shall apply for base access to obtain proper badging and credentialing to work on Pease ANG Base. This requires the contractor provide a contractor entry pass application, a contractor vetting form for every individual and subcontractor, and supporting document to include a real ID, or passport, or state issued ID and birth certificate and SSN card. The contractor shall provide these items within 10 days of contract award and prior to mobilization.
Failure by the contractor to provide the required seven-day notice for temporary road closures may result in non-excusable delays to the project schedule.
