Sealed proposals will be received by the Steel Rivers Council of Governments (COG) via PennBid until 10:00 am prevailing time on April 14, 2026. Bids will be publicly opened immediately thereafter. The projects involve the demolition of residential structures in Braddock Hills, White Oak Borough, and Liberty Borough. These demolitions include utility disconnections, sewer lateral removal and capping, rodent extermination, asbestos abatement, building demolition, removal of outbuildings, trees, and fences, proper disposal of materials, backfill, compaction, grading, and all incidentals. For Project 3 (Liberty Blight Remediation), the Pennsylvania Prevailing Wage Act applies. Bid specifications and proposal forms can be obtained from the Steel Rivers COG offices for a non-refundable fee of ****, payable to Steel Rivers COG. An additional **** for postage and handling is required for mailed documents. Each proposal must be in a sealed envelope, marked with the project name, and addressed to the Steel Rivers COG. Proposals must be accompanied by a certified check or bidder's bond for 10% of the proposal amount. The bid proposals will be received until 10:00 am prevailing time on April 14, 2026.
Proposals must be accompanied by a certified check or bidders bond from a surety company authorized to do business in Pennsylvania, made to the order of the Steel Rivers Council of Governments and/or municipality in an amount equal to ten percent (10%) of the proposal as a guarantee that, if the proposal is accepted, the successful bidder will immediately enter into agreement after the notice of award of the contract and commence start of construction immediately thereafter.
No bidder may reject his/her bid for the period as specified in the project bid documents after the scheduled closing time for receipt of bids.
