Proposals will be evaluated by an evaluation and selection committee based on a 101-point scale, with the highest scoring proposal recommended for award, subject to the best interests of the city. Criteria include experience (25 points), proposed work plan and public engagement strategy (30 points), performance of services (35 points), and professional service cost (10 points), plus local preference (1 point). Failure to deliver or delivering nonconforming goods or services may result in the procurement division procuring substitute goods or services and charging the difference to the defaulting proposer, or offsetting the cost from payments owed. the procurement division shall provide a cure notice by mail or email. if after the cure period provided the proposer continues to be in default, the procurement division may procure goods or services in substitution from another source and charge the difference between the contracted price and the market price to the defaulting proposer, or in the alternative, the city may elect to offset such actual cost from any payments owing to the successful proposer.
Objections to the evaluation and selection committee's recommendation must be filed in writing with the procurement administrator within the appeal deadline set forth in the notice of intent to award. A proposer who is aggrieved by the evaluation and selection committees determination and recommendation as to the selection of the best proposal, as set forth in the committees report, may appeal such determination and recommendation by filing a written objection thereto with the procurement administrator within the appeal deadline set forth in the notice of intent to award.
Unauthorized contact with city representatives, failure to provide required documentation, or inappropriate communication with city officials may result in disqualification. any such unauthorized contact may cause the disqualification of such proposers proposal from acceptance or consideration.
