Evaluation criteria is lowest price technically acceptable (LPTA).

Offerors must be qualified sources capable of providing the specified chemical analysis instruments. They must also submit descriptive literature to show how their quotation meets the required specifications. Potential contractors will be screened for responsibility in accordance with FAR ****.

Quotations received that represent a different manufacturer than King Nutronics Corporation will not be considered for award. Failure to provide descriptive literature may result in your quotation being determined technically unacceptable.

Bids must be received by the bid deadline. The bidder is solely responsible for the timely delivery of the bid. Late delivery of a bid for any reason shall disqualify the bid.

Payment terms are Net 30 after receipt of a properly executed invoice or delivery and acceptance, whichever is later. SOWELA adheres to net 30 payment terms.

The manufacturers standard published warranty and provisions shall apply, unless more stringent warranties are otherwise required by SOWELA and specified in the solicitation. Bidder guarantees that the products proposed and furnished will not infringe upon any valid patent or trademark.

SOWELA reserves the right to award items separately, grouped, or on an all-or-none basis, as deemed in its best interest. SOWELA reserves the right to award proposal on an individual item basis, a combination of items basis, or as a total package to one vendor, whichever is in the best interest of the college.

Bid submissions must be signed by a person authorized to bind the vendor. Bidders must specify the brand and model number of the product offered in their bid. Bids not specifying brand and model number shall be considered as offering the exact product specified in the solicitation.

Failure to deliver within the time specified in the bid/award will constitute a default and may be cause for contract cancellation. SOWELA reserves the right to purchase any or all goods or services covered by the contract on the open market and to surcharge the vendor with costs in excess of the contract price.

Bidder inquiries must be received in the SOWELA office of purchasing no later than five (5) calendar days prior to the opening of bids.

Failure to meet all the listed mandatory requirements will result in rejection of bid without further consideration. Late delivery of a bid for any reason shall disqualify the bid. Bids conditioned with shorter acceptance periods may be rejected.

The required delivery date (RDD) is ASAP.

Payment preference is WAWF paid by GPC. If you do not have a Wide Area Workflow (WAWF) account, you are unable to receive payment from Norfolk Naval Shipyard as payment is paid through WAWF.

The bid includes an extended warranty and premium calibration plan as a separate line item.

An award will be made based on best value, considering both technical acceptability and price reasonableness.

Norfolk Naval Shipyard requests responses from qualified sources capable of providing the material. Vendors must be registered in the SAM database to be considered for award.

Vendors may submit questions regarding clarification of solicitation requirements by 05/26/2026 at 12:00 PM EST.

All items shall be new. No refurbished or used items will be accepted.
