Trauma Government Bids & RFPs

The anticipated contract start date is September 1, 2026, and the contract will expire August 31, 2030.

Payment will be made in accordance with the pricing provided on Exhibit C, considered all-inclusive. Invoices must be submitted monthly or as indicated on the purchase order.

Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance/delivery, and price.

Contractor must be a licensed professional counselor (LPC) with at least five years of relevant experience and experience with persons with developmental disabilities.

The historical spend for the same or similar services is $100,**** for the period of one year.

Payment will be made by electronic funds transfer through the Wide Area Workflow (WAWF) system. Specific document types for payment requests include invoice and receiving report for fixed-price line items.

Offers will be evaluated based on technical acceptability and price, with the most advantageous offer to the government being selected.

Contractor must provide certified instructors, maintain instructor credentials, and ensure training environments meet accreditation standards. All instructors must be actively certified by their respective governing bodies.

The contractor must mobilize shelter staffing and operational resources within forty-eight (48) hours of activation notice from the City.

All assigned personnel shall receive training in shelter operations, demonstrate knowledge of emergency shelter procedures, be familiar with American Red Cross sheltering guidance and best practices, receive training in trauma-informed care, receive deescalation training, and understand emergency response procedures. Prior to assignment, the contractor shall conduct criminal background checks and sex offender registry checks, and verify employees are suitable to work in emergency shelter environments.

Prohibit assignment of individuals with disqualifying criminal histories involving violence, abuse, or sexual offenses.
