The city seeks a civil engineering design firm with expertise in public sector grading, stormwater pollution prevention plans, and city plan/specification writing to be the prime consultant on a project to regrade and relandscape medians along Westlake Boulevard. A licensed landscape architect subconsultant is also required. The prime consultant will be responsible for coordination and quality control of deliverables.

The project involves the delivery of clamshell material for parking lot repairs at Assateague Island National Seashore. Deliveries must occur between July 21, 2025, and December 21, 2025, excluding weekends and federal holidays. A sample of the material must be provided and approved before delivery. The contractor is responsible for providing trucks, equipment, and drivers, and for removing rejected material. The government will maintain stockpile areas and provide a suitable area for dumping. The government will agree on the capacity of each truck using cubic yards as the unit of measurement. A list of trucks and vehicles, including model, year, tag, serial number, color, body dimensions, and any additional information requested by the government, must be provided.

Bidders must address all qualifying and mandatory requirements. Key dates include questions deadline (****), bids due (****), tentative award (****), and anticipated purchase order issuance (****). Good faith efforts to include MWBE/DVOB vendors are requested. Bidders must submit their proposals on time, and proposals received after the deadline will not be considered. Email bid submission is preferred, but hardcopy bids are accepted. Bidders must email notification of hardcopy bid submissions. All applicable amendment information must be incorporated into the proposal. Bidders should utilize the question and answer periods to seek clarification. Additional documents required include Attachment 1 (bid form), lobbying law certification, noncollusive bidder certification, NYS Finance Law 139i and Executive Order No. 177 certification, vendor responsibility attestation, no bid form, and certifications under Executive Order No. 16. The resulting contract will include a copy of the specifications and the successful bidder's bid. The contract will be a one-time purchase order, contingent upon the Office of the State Comptroller approval. The bid must be firm and binding for 90 days following the bid due date. The agency is not liable for any costs incurred by a bidder in the preparation and production of any proposal, or for any work performed prior to the execution of a formal contract. The bidder agrees not to make any claim for, or have any right to, damages because of any misinterpretation or misunderstanding of the specifications, or because of any misinformation or lack of information. The agency reserves the right to change any of the scheduled dates, amend IFB requirements, withdraw the IFB, evaluate, accept and/or reject any and all bids, and waive technicalities, irregularities, and omissions. The agency reserves the right to seek clarifications, request proposal revisions, or to request any information deemed necessary for proper evaluation of proposals from all bidders deemed to be eligible for contract award. The contract resulting from this IFB will not be effective until approved by the Office of the State Comptroller. A debriefing is available to any entity that submitted a proposal or bid in response to a solicitation. Bidders must comply with NYS Finance Law 139i, which requires a certification that the bidder has and has implemented a written policy addressing sexual harassment prevention in the workplace and provides annual sexual harassment prevention training to all of its employees. The bidder warrants that it has carefully reviewed the agency's needs and specifications, and that it can provide the services as described in the IFB. If awarded the contract, the bidder agrees that it will perform its obligations in accordance with all applicable federal, state, and local laws, rules, and regulations. The bidder further warrants that the terms of this IFB and any resultant contract do not violate any contracts or agreements to which it is a party. If this or any other contract is valued at $100,000 or more, the vendor must file the required vendor responsibility questionnaire online via the NYS VendRep system. Tax Law 5a applies to contracts where the total amount of sales delivered into New York State are in excess of $300,000 for the four quarterly periods immediately preceding the quarterly period in which the certification is made. The contractor agrees not to use the agency's name, logos, images, or any data or results arising from this procurement process or contract as a part of any commercial advertising without prior written approval.
