The City of Milford, Connecticut is seeking proposals for the purchase of delinquent municipal property tax and sewer use liens. The city makes no representations, assurances, or warranties as to the title to any property or the collectability of any delinquent lien. Liens are conveyed as is.
The city will evaluate all proposals and make awards based on the best interests of the city. Although the amount of the proposal will be an important factor, the city will also consider the experience, reputation, history, and qualifications of the proposers.
Proposals must include qualifications of the proposer regarding their ability to conclude the purchase of delinquent liens, qualifications of staff, disclosure of principals, disclosure of interest in subject properties, list of similar engagements with references, details of litigation, administrative support scope, and representation of no legal disability or pending litigation.
If the successful proposer fails or refuses to close when requested, they shall forfeit to the city, as liquidated damages, an amount equal to the surety deposited with their proposal.
Requests for interpretation of the RFP documents must be received at least five days prior to the date fixed for the opening of proposals.
Failure to disclose any interest held in any of the subject properties by any of the principals, officers, or agents of the proposer shall result in immediate disqualification.
