The SEC is requesting information from any and all vendors who are capable of performing the required services as a prime vendor, as limitations on subcontracting are applicable. Small businesses are preferred. All responses must include a capabilty statement 5 pages max that briefly demonstrates corporate personnel, knowledge and experience as it relates to the services required and includes: a number of years providing related credit reporting services and brief description of capabilities performing similar service and platforms used b examples with contract numbers performing similar services within the last 3 years and c uei number and business size.

Proposals must be received no later than 3:00 PM EDT, Wednesday, August 12, 2026. Payment in full for the assigned liens must be received no later than Thursday, September 17, 2026.

The city makes no representations, assurances, or warranties as to the title to any property or the collectability of any delinquent lien. Liens are conveyed as is.

The city will evaluate all proposals and make awards based on the best interests of the city. Although the amount of the proposal will be an important factor, the city will also consider the experience, reputation, history, and qualifications of the proposers.

Proposals must include qualifications of the proposer regarding their ability to conclude the purchase of delinquent liens, qualifications of staff, disclosure of principals, disclosure of interest in subject properties, list of similar engagements with references, details of litigation, administrative support scope, and representation of no legal disability or pending litigation.

If the successful proposer fails or refuses to close when requested, they shall forfeit to the city, as liquidated damages, an amount equal to the surety deposited with their proposal.

Requests for interpretation of the RFP documents must be received at least five days prior to the date fixed for the opening of proposals.

Failure to disclose any interest held in any of the subject properties by any of the principals, officers, or agents of the proposer shall result in immediate disqualification.
