Upgrading Government Bids & RFPs

The deadline for the submission of bids is June 24, 2026, at 04:00 PM.

The bid notice states that payment will be made by the American Embassy Monrovia Financial Management Officer and refers to Section H, ****, Payments Under Fixed-Price Construction Contracts, elaborating that requests for payment may be made no more frequently than monthly and cover the value of labor and materials completed and in place. The 14-day period identified in FAR **** is changed to 30 days.

The bid notice mentions warranty in Section G, G. 7. 0 Special Warranties, stating that any special warranties required under the contract shall be subject to the stipulations set forth in ****, Warranty of Construction, as long as they are not in conflict. It also states that the contractor shall obtain and furnish to the government all information required to make any subcontractors, manufacturers, or suppliers guarantee or warranty legally binding and effective.

The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

To be considered for award, offerors must submit **** blocks 14, 15, 16, 17, 30a, 30b, 30c, Section A (Pricing), Section L (Representations and Certifications), and proof of SAM registration or all required provisions outlined in the FAR clauses pages ****.

The bid notice mentions liquidated damages in Section E, ****, Liquidated Damages Construction, but the specific details are reserved.

A site visit has been scheduled for June 3, 2026, at 09:30 AM. Participants will meet at Gate 3, Old Embassy Compound.

The date for questions from the site visit is June 10, 2026.

The magnitude of the construction project is anticipated to be between $100,**** and $250,****.

The contractor shall complete the entire work ready for use not later than 100 calendar days after receipt of the notice to proceed. The time stated for completion shall include final cleanup of the premises.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system. The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment.

The contract incorporates by reference clause ****, Warranty of Construction, dated March ****.

This acquisition will utilize the lowest priced technically acceptable (LPTA) procedure to make a best value award. Award will be made to the responsible offeror who provides the best value under the LPTA award methodology.

Offerors must be determined responsible in accordance with Federal Acquisition Regulation Part 9. The technical approach will be evaluated for acceptability, and proposals must meet all solicitation requirements, including terms and conditions, representations and certifications.

Penalties for failure to comply with limitations on subcontracting are described in 13 CFR 125. 6h, which states that whoever violates the requirements set forth in paragraph a of this section shall be subject to the penalties prescribed in 15 U. S. C. 645d, except that the fine shall be treated as the greater of $500,000 or the dollar amount spent, in excess of permitted levels, by the entity on subcontractors.

An organized site visit has been scheduled for Monday, April 27, 2026, at 10 am PDT. The meeting place is the junction of Red Mountain Road and State Highway 271 near Piercy, CA.

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt. A copy of the protest shall be received in the designated office within one day of filing a protest with the GAO.
