The bidder will be responsible for rent, utilities, and its prorated share of property operating expenses. The bidder is to propose a rental structure for the city's consideration, which includes a minimum fixed base rent starting at **** PSF with a three percent annual escalation and a percentage rent program.
Proposals will be evaluated based on qualitative factors: experience qualifications (50 points), approach and methodology (20 points), and financial proposal (30 points). Veterans preference points are also considered.
Bidders must submit detailed information regarding their relevant experience and proven track record in providing similar services, including experience in operating a restaurant or cafe within the last five years. Financial capabilities and a financing plan are also required.
In the event the awarded bidder defaults, the city shall be entitled to retain the security deposit as liquidated damages.
A site visit is scheduled for August 3, 2026, at 10:30 AM at **** Lincoln Rd, Miami Beach, FL ****.
The deadline for receipt of questions is August 25, 2026, at 5:00 PM ET.
Failure to receive any addendum issued to this ITN may result in disqualification of the proposal submitted. Failure to submit required documents such as the certification, questionnaire requirements affidavit, and financial proposal may result in a determination of nonresponsiveness.
