The notice is for the installation and maintenance of intrusion detection systems at Dyess AFB, Texas. The contractor must provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and other items to replace the existing alarm system with a Honeywell system. The project is divided into phases: installation, removal of the existing system, training, and testing. The contractor must coordinate with the government representative (GR) for the establishment of a performance schedule and submit a work schedule no later than 15 calendar days prior to the commencement of work. The contractor must provide three hardcopy and one CD of the manufacturer's operation and maintenance manuals to the GR. The contractor must provide customary commercial warranties. The contractor's personnel will perform scheduled work on weekdays, Monday through Friday, from **** to ****, except for US federal holidays or when the government facility is closed. The contractor must comply with various levels of security and established personnel security entry control procedures. All contractor employees performing services in secured areas must be processed for a controlled area, limited access, or visitor badge by the entry controller of the restricted area. No personally owned electronic devices are allowed within the facilities. All installers and contractor personnel must be escorted by US government-provided escorts at all times. The contractor must obtain required advance approval for any process that includes welding, soldering, brazing, cutting with or use of a torch, or any other operation that involves a flame or equipment that produces a high degree of heat. The contractor shall keep the work site clean and clear of any work debris, materials, supplies, tools, or equipment when work is not taking place. The contractor shall provide warning and/or off-limits signs at the entrances of the jobsite, and barricades around the jobsite while the equipment and/or systems are being serviced. All holes/pits/trenches/manway openings, etc. , that are to be left open shall be surrounded with a 48-inch high mesh fence with highly visible orange plastic coating. The contractor personnel shall follow the direction of the government personnel with regard to emergency procedures. All companies who conduct business within the state of Texas must, in accordance with Texas workman compensation laws, have an approved company safety policy and an accident prevention plan. The contractor conducting the installation will be a certified Honeywell technician. All installers must be US citizens. The contractor shall provide a contract manager who shall be responsible for all requirements in this statement of work. Due to the COVID-19 pandemic, the contractor shall follow all Dyess Air Force Base health protection condition (HPC) guidance. The notice also includes a sources sought issued by Dyess AFB 7th contracting squadron, seeking information from potential contractors to determine if a small business set aside is an option and to form a formal RFQ. Responders are asked to answer questions regarding the attached specifications no later than 1:00 PM CDT on September 2025.
The contractor shall provide the government with customary commercial warranties. Notwithstanding anything to the contrary, the full duration of such warranties shall commence at the time of facility turnover. The contractor shall track by item and serial number, manage and enforce open warranties on all failed items. The contractor shall provide copies of all warranties for contractor furnished equipment and materials delivered under this contract. After contract completion, the contractor shall pass through any remaining OEM warranty coverage to the government.
