The micro purchase will be awarded as a whole or by line item, whichever is in the best interest of the city, to the lowest responsive and responsible bidder. Seller must quote all items in order to be eligible for award. Do not deliver or provide services until notified by department.

The contractor must provide trash removal services at Fort Hamilton Commissary. The contract includes a base year and four option periods. The solicitation is a 100% small business set-aside. The anticipated award date is March 1, 2026. Vendors must be registered in SAM and complete representations and certifications.

The purpose of this amendment is to post vendor submitted questions/answers and to extend the due date of offers. The updated offer deadline is extended to December 8, 2025, at 13:00 CST. All other terms and conditions remain unchanged.

The bid is for refuse collection and disposal services for Francis Marion University. The contract is for one year with the option to renew for two additional years. The estimated start date is 02/20/2026 and the end date is 01/21/2028. The maximum contract value is $325,000. Questions must be received by 01/17/2026. A highly recommended site visit will be held on 01/06/2026. The award will be posted on 01/22/2026. The offer must be submitted in a sealed package to one of the addresses listed. The offer must be in English and in US dollars. The contractor must provide all labor, transportation, materials, and equipment necessary to provide refuse collection and disposal services. The contractor must comply with all applicable rules and regulations of the state of South Carolina Department of Health and Environmental Control (SCDHEC) and other governing agencies. The university reserves the right to adjust the size, number of containers, frequency of pick ups, or number of locations as may be deemed necessary during the contract period. The contractor must provide a primary representative and a secondary contact person to coordinate all matters pertaining to this contract. Payment will be made monthly based upon valid and approved invoices submitted by the contractor. The contractor shall provide and maintain in force during the entire period of performance under this contract the minimum insurance required. The contractor shall enforce strict discipline and good order among the contractors employees and other persons carrying out the contract. The contractor shall provide and pay for all materials, tools, equipment, labor and professional and nonprofessional services, and shall perform all other acts and supply all other things necessary, to fully and properly perform and complete the work. The effective date of this contract is the first day of the maximum contract period as specified on the final statement of award. The initial term of this agreement is one year from the effective date. Regardless, this contract expires no later than the last date stated on the final statement of award. The procurement officer may terminate this contract in whole or in part, for the convenience of the state. The contractor must provide the manufacturers standard written warranty upon delivery of product. The contractor warrants that manufacturer will honor the standard written warranty provided. The contractor shall not engage the services of any staff leasing company to perform any services required under the terms and conditions of this contract without the expressed written consent of the state. If the contractor receives an award as a result of the subcontractor preference, they may not substitute any business for the subcontractor on which they relied to qualify for the preference, unless first approved in writing by the procurement officer. If the contractor receives the award as a result of the south carolina end product or united states end product preference, they may not substitute a nonqualifying end product for a qualified end product. The contractor must complete the bidding schedule. The contractor must provide proof that the company has sufficient equipment and personnel to provide services required with necessary backup equipment to cover a breakdown or scheduled maintenance activities.
