The City of Bismarck is seeking proposals for a cloud-hosted software solution for permit, license, and asset management. The system should support regulatory workflows, inspections, code enforcement, and optionally, enterprise asset and work order management. Key objectives include modernizing processes, improving public access, supporting complex workflows, enabling mobile operations, ensuring data integrity, and providing long-term flexibility. Proposals are due April 10, 2026. The city reserves the right to reject or amend proposals and may award multiple contracts.
Proposals must be received by the City of Bismarck no later than 5:00 p. m. CST on April 10th, 2026. Proposals received after this deadline will not be accepted.
Proposals will be evaluated based on vendor qualifications and experience, understanding of city needs, technical solution and functional capabilities, implementation approach, usability, performance, system design, security, compliance, data management, training, support, long-term viability, demonstrations, and cost proposal. he city of bismarck reserves the right to select the proposal that best meets the needs of the city and the community, and that represents the best overall value.
Proposers must demonstrate experience delivering similar solutions for municipalities, a clear understanding of the city's needs, a robust technical solution, a feasible implementation approach, user-friendly and performant system design, strong security and compliance measures, and effective training and support plans. vendors must clearly identify which components are native to their platform and which are provided through integrations.
Proposers may be disqualified for communicating with city officials evaluating proposals before an award decision is made. such communications initiated by a proposer may be grounds for disqualifying the offending proposer from consideration for award of the proposal and/or any future proposal.
