Must demonstrate experience in FEMA hazard mitigation planning, risk assessment, GIS, and stakeholder engagement. Evaluation criteria: project approach (25 pts), qualifications (35 pts), firm capability (20 pts), regulatory familiarity (10 pts), cost (10 pts). Payment processing minimum 30 days. Insurance required. No electronic submissions accepted.
Proposals must be submitted on or before 2:00 PM CT, October 27, 2026. The deadline for submission is 2:00 p. m. , Tuesday, October 27, 2026.
Payment processing takes a minimum of 30 days. Firms are advised that a minimum of thirty (30) days is required to process invoices for payment.
The contract will be awarded to the respondent which it considers has submitted the best and most advantageous proposal. Evaluation criteria include project approach, qualifications, firm capability, regulatory familiarity, and cost.
Firms must demonstrate experience and qualifications in the successful development or update of FEMA-compliant local or multijurisdictional hazard mitigation plans, hazard identification and risk assessment, GIS and technical analysis, mitigation planning, and facilitation of public and stakeholder engagement.
In case of default, the city may procure services from other sources and hold the defaulting vendor responsible for excess costs. The City of Harlingen reserves the right, in case of firm default, to procure the articles or services from other sources and hold the defaulting vendor responsible for any excess costs occasioned thereby.
Protests or questions regarding specifications must be received not less than seventy-two hours (72) prior to the time set for the submittal deadline.
Firms that are debarred, suspended or otherwise excluded from or ineligible for participation in federal assistance programs may not undertake any activity in part or in full under this project.
