To be rated acceptable, the proposal must demonstrate that the offered item meets or exceeds every requirement of the SOW, identify the proposed manufacturer, make, and model, provide manufacturer technical data, and identify any deviations or exceptions to the SOW.

Adverse findings in past performance and responsibility determinations, including review of CPARS and SPRS, may render an offeror non-responsible.
