The solicitation is for Base Operations Support (BASOPS) services at Rivanna Station, Virginia. The government will award one contract using a lowest price technically acceptable (LPTA) source selection. Proposals must be submitted electronically via the PIEE solicitation module. A site visit is scheduled for December 18, 2025, and attendance is highly encouraged. The closing date for proposal submissions will be extended, and an amendment addressing RFIs will be posted on SAM. gov by January 23, 2026. The government intends to evaluate proposals and make award without discussions, except for clarifications. The offeror must submit a warranty plan, a property management plan, a mission-essential contractor services plan, and a labor dispute contingency plan. The total evaluated price (TEP) will be used for evaluation of price reasonableness and for determining best value for award. The TEP will be the sum of the base period and each option period, including the phase-in period and the option to extend services. The government will evaluate all CLINs for balanced pricing. The government may reject any proposal that is evaluated and determined to be unacceptable or that it fails to comply with the contract terms and conditions.
The delivery period is from 27 March 2026 to 26 January 2027.
The government will make progress payments to the contractor when requested as work progresses, but not more frequently than monthly.
The offeror must submit a warranty plan per SOW ****.
Award will be made to a responsible offeror whose proposal meets all solicitation requirements and is deemed technically acceptable under the technical capability factor.
Failure to comply with the terms and conditions of the request for proposal (RFP) may result in the offeror being removed from consideration for award.
If the contractor fails to deliver the supplies or perform the services within the time specified in this contract, the contractor shall, in place of actual damages, pay to the government liquidated damages of **** per calendar day of delay.
