Synthetic Grass Biddings - Procurement Opportunities

This is a sources sought notice for market research, not a formal bid. Interested parties should submit responses including company name, DUNS number, and small business status by April 25, 2025, 10:00 AM Pacific Time. Responses should not exceed 10 single-sided pages. A draft statement of work (SOW) is attached. The government may use the information to develop its acquisition strategy. Responses received after the deadline or without the required information may not be considered. The government will not pay for responses.

The Tennessee School for the Deaf (TSD) is seeking a contractor to replace its existing grass football field with synthetic turf. A mandatory site visit is required on March 24th and 25th, 2025, between 8:00 AM and 12:00 PM ET. All respondents must attend the site visit. Specifications and terms and conditions are attached. Bidders must complete a diversity business participation form and attach it to the bid. The bid offer must expire within 30 days of the bid closing date. The bidder must be registered with the Department of Revenue for sales and use tax, or provide an exemption. The bidder must comply with all statutes and terms of the Department of General Services, Central Procurement Office. The bidder must indicate the standard warranty period. The bidder must indicate whether or not they plan to subcontract. If yes, a list of subcontractors must be attached. The bidder must answer questions regarding debarment, suspension, convictions, civil judgments, indictments, and terminated public transactions. The bidder must provide their company's contact person and any alternate contact personnel. The bidder must provide documentation of their registration with the Department of Revenue for sales and use tax, or an exemption. The bid must comply with Tenn. Code **** bids over $25,000 requiring a contractor's license, the bidder must provide the license number, classifications, and expiration date, along with a copy of the license. The bid must include the unit price for the construction of the football field. The bid must include the expiration date of the bid offer, with a minimum of 30 days from the bid closing date. The State has 60 days to accept the bid if a minimum period is not stated. The bid must be submitted electronically through the state's supplier portal. If submitted in writing, it must be mailed to the Department of Finance and Administration.
