Payment to the city of Buffalo will be negotiated as part of the final contract.

The selection will be based on the evaluation of criteria outlined in the RFP, including project understanding, experience with similar projects, cafeteria operation plan, and compliance with Executive Order ****, as well as interview performance if conducted.

Prospective operators must demonstrate experience in food retail concepts, restaurants, and similar venues.

A mandatory pre-proposal conference and site visit is scheduled for September 23, 2025, at 11:00 AM.

The successful consultant, who may or may not have provided the lowest cost, will not be announced until all issues, which include, but are not limited to quality, service, conformity to specifications, etc. have been resolved and until a period of review has been completed by the county. Submittals shall include the following information: 1 location of offices 2 a brief description of the proposers years in business 3 a description of the proposers client base i. e. : governmental, private sector, etc. 4 form of business i. e. , individual, sole proprietor, corporation, llc, partnership, etcetera 5 a statement as to whether there is any pending litigation against the proposer 6 a statement as to whether, in the last ten years, the proposer has filed or had filed against it any bankruptcy or insolvency proceedings 7 a narrative description of the proposed project team. 8 a narrative description of the proposers approach to updating the comprehensive plan, including a description of public outreach recommended practices. 9 a description of potential phasing of the project and potential deliverables provided at the conclusion of each phase. 10 a list of at least three 3 and no more than five 5 customer references for similar requests.
