Texas Parks and Wildlife Department (TPWD) is seeking bids for one manufactured home (2025 or newer model) to be delivered and set up at San Angelo State Park. The scope includes the home, porches, ramps, stairs, carport, and utility connections. Respondents must provide an estimated delivery schedule, as delivery terms may be a factor in determining the best value award. An optional site visit is scheduled for June 9-10, 2026. Proposals are due by June 16, 2026. Minimum qualifications include 5 years in the manufactured home business and an active manufactured housing license. The contract term begins upon award and continues through final acceptance. Payment terms include 90% upon acceptance of delivery and installation, and the remaining 10% upon completion of MEP connections and demonstration of operational interior components.
Proposals are due by June 16, 2026, at 2:00 PM CT. Delivery and installation dates will be determined by mutual agreement after contract award.
A partial payment of 90% will be paid based on inspection and acceptance of the manufactured home with delivery and installation. The remaining 10% will be paid upon completion of mechanical, electrical, and plumbing (MEP) connections demonstrating all interior components are operational.
The manufacturer and awarded contractor shall repair any damage caused during transportation, delivery, and installation within ten (10) days of installation. A standard manufacturer's warranty or better shall apply to the manufactured home, appliances, and HVAC system, commencing upon TPWD's letter of substantial completion.
Award will be based on best value to the state, considering factors such as compensation and fees, qualifications and experience, home quality and design, and delivery schedule and technical proposal.
Respondents must be engaged in providing similar products and services for a minimum of five (5) years and possess an active manufactured housing license. They must also have available necessary qualified personnel, skills, and organization.
Default in promised delivery or failure to meet specifications authorizes TPWD to purchase services elsewhere and charge any increased costs to the contractor. Unsatisfactory performance may result in a negative vendor performance report or contract cancellation.
An optional site inspection is available on June 9-10, 2026, between 10:00 AM and 5:00 PM CT, by appointment only. Respondents are highly encouraged to attend a site inspection at San Angelo State Park to become thoroughly familiar with job conditions.
Failure to submit required documentation, non-compliance with specifications, or providing false information may result in disqualification. Late proposals will not be considered.
