The period of performance is structured with a base period from September 1, 2026, to December 5, 2026, and three option periods extending through December 27, 2026. The proposed contract structure consists of one 1 base period and three 3 subsequent option periods as detailed below.

Payment will be made through Wide Area Work Flow (WAF) and electronic funds transfer (EFT). Payment shall be made through widearea work flow wawf.

The award will be made to the responsible source that submits a quote which is the lowest price. The government will evaluate the contractors performance against the standards outlined below. and Quotation for this rfq must be on an all or none basis.

Offerors must be duly authorized to operate and do business in Japan and must provide documentation to demonstrate compliance with DFARS ****. This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS ****.

Offers received after the submission deadline will be considered nonresponsive. Lack of SAM registration will make a vendor ineligible for award. Offers received after this date and time will be considered nonresponsive and will not be given further consideration.

Laydays commence between September 15, 2026, and September 23, 2026. Owners/offerors must indicate their estimated time of arrival (ETA) for each layday commencing/cancelling date. Owners/offerors shall also indicate any layday they do not want to consider.

Payment will be made by ERP DFASCL PAY. Submit electronic invoices IAW Part VIII. 6 DFARS **** Wide Area Work Flow payment instructions. Submit invoices to: See Part VII. C. 7 MSC Wide Area Work Flow (WAWF) instructions.

Owner/offeror shall submit a warranty that the owner/offeror acknowledges and will meet all requirements of the solicitation and corresponding proforma. Owner offeror submit items: 1a, 5, 6c and 6d. Owner offeror's warranty validates acknowledgment of items: 1b, 1c, 2, 3, 4, 6a, 6b, 6e and 6f.

The government will award up to three contracts to responsible offerors whose technically acceptable proposals represent the lowest price to the government. Awards will be made if at all, up to the three offerors with the lowest, evaluated price or until the government's needs have been met technically acceptable offerors. . .

Offerors must be responsible. A valid submission requires at least a ship name, a price, and a signature. Without these three items on the offer document at a minimum, your submission will not be considered for evaluation and award.

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt. The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.

Failure to provide any of the submission requirements outlined in Part X. A. 12 may result in a proposal being not eligible for award. A valid submission consists of at least a ship name, a price, and a signature without these three items on the offer document at a minimum, your submission will not be considered for evaluation and award.

Interested contractors shall submit any capabilities qualifications statement to include but not limited to an overview of proposed solutions and a description of the product your company possesses.

If market research information is not provided, hen it will be assumed the entire requirement cannot be met.
