The City of Visalia is seeking proposals for federal legislative lobbying services. The selected firm will represent the city in federal legislative matters, monitor legislation and regulations, assist in securing federal funding, and promote positive relationships with federal agencies and legislative members. The contract term is for 12 months, with potential for four one-year extensions. Proposals are due by September 10, 2026. An informational proposer conference will be held virtually on August 26, 2026. The estimated annual budget for these services is $86,000.
Proposals must be received no later than Thursday, September 10, 2026, at 2:30 p. m. Proposals received after the time and date stated above shall be returned unopened to the proposer.
Proposals will be evaluated based on proposal quality, cost competitiveness, qualifications, experience, and past performance. The right is reserved by the city of visalia to reject any or all proposals, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best serves the interests of said city.
The firm must have a comprehensive approach to lobbying services, strong relationships with federal agencies, and personnel located in the Washington, D. C. metropolitan area. The firm must also have strong relationships with a variety of federal agencies that oversee regulatory programs that affect the city.
Questions and clarifications must be submitted in writing via email no later than Friday, August 28, 2026, at 4:00 p. m. Questions and clarifications discussed during the meeting that may materially affect proposal preparation will be documented and distributed to all proposers through an addendum, if necessary.
