The City of Charleston is seeking proposals for the management of the Palmetto Artisan Program (PAP). The contract will be for one year with four one-year options. Key responsibilities include youth development, entrepreneurial training, community engagement, and addressing the issue of unlicensed youth selling roses. Proposals are due by July 10, 2026. Inquiries must be submitted in writing by June 26, 2026.

Payment for goods and services will be processed within 30 days of receipt of a valid invoice. Payment for goods services arising out of the contract resulting from this solicitation and received by the city shall be processed within 30 days of receipt of a valid invoice.
The successful offeror warrants that its staff is knowledgeable and experienced and will use best skill and attention to provide the work professionally and timely. By signing its proposal, the successful offerors shall be deemed to have represented that its staff is knowledgeable about and experienced in performing the work required in this solicitation and warrants that it shall use best skill and attention to provide the above described work in a professional, timely manner.
Proposals will be evaluated based on compatibility of mission, management expertise, proposal for management services and budget, financial strength, track record of community engagement, and the proposed approach for year 1 redesign planning.
Offerors must be qualified individuals, businesses, or agencies with demonstrated experience in youth development, community outreach, and program management. References for at least 4 municipal projects in the past year are required.
Disqualification may occur for reasons such as collusion, litigation against the city, arrears on contracts, or failure to perform. Violations of program rules may result in temporary or permanent suspension.
Respondents contacting city employees or officials outside of designated procurement staff may be disqualified. Unauthorized communications are considered unofficial and nonbinding.
