Proposals must be submitted electronically no later than 10:00 a. m. CST on Wednesday, August 5, 2026.

NOLAPS will make payments directly to the vendor. Payments will be made for work performed or goods delivered after a purchase order is issued by the procurement department.

Proposer warrants that it will obtain an errors and omissions insurance policy providing a prudent amount of coverage for the willful or negligent acts, or omissions of any officers, employees or agents thereof.

Award will be made to the responsible vendor whose proposal is determined to be the best value to NOLAPS, considering experience, sustainable plan, work samples, local knowledge, personnel qualifications, DBE goal, and cost.

A minimum of 5 years of experience in providing consultation and training to school staff in supporting EL immigrant students and resources to EL immigrant families is required.

A virtual pre-proposal meeting will be held on Thursday, July 23, 2026, at 10:00 a. m. CST.

Sample work may be requested as part of the proposal submission.

Any proposer who submitted a proposal and has an objection to the award of the contract must furnish that protest, in writing, to the executive director of procurement within ten (10) business days of the notification of non-award.

Failure to submit required documents, failure to acknowledge all addenda, violation of the code of silence, or submitting a proposal not conforming to the prescribed format may result in disqualification.

The project budget is $150,****.

The response deadline for bids is Friday, July 31, 2026, at 04:00 PM AST.

Bidders must be licensed and qualified general construction contractors. Required documentation includes business license, debarment certification, certificate of good standing, insurance certificates, and contractor qualification statement.

A site walk-through will be conducted on July 15, 2026, at 11:00 AM AST. Participants will gather at VIPA's engineering/purchasing parking lot.

Any bid received later than the specified time shall be disqualified. Attempting to contact authority personnel during the proposal process may also result in disqualification.

The contractor shall provide an adequate and efficient number of trained and fully qualified personnel. In some instances, contract employees will be required to undergo background investigations prior to performing duties. The contractor shall conduct an independent, comprehensive pre-employment security and suitability screening for all personnel.

Work which does not meet industry standards or is otherwise not in accordance with contract requirements will be redone at the contractor's expense. Repeated or continual ongoing safety infractions shall be grounds for removal from all government facilities related to this solicitation.

The government retains the absolute right to deny access to USACE facilities, networks, or information to any contractor employee based on the results of the official government investigation, regardless of the contractor's preliminary screening results. Contractor employees found to be under the influence of any drug or alcohol, mental or physical impairment, negligent in the use of personal safety equipment or established safety policies or procedures, may be subject to immediate removal.

The contractor shall complete the work within 550 calendar days after receiving award, notice to proceed.

Progress payments will be made monthly as work progresses, based on estimates of work accomplished. Final payment will be made upon completion and acceptance of all work.

The low bidder for the purpose of award will be the conforming responsible bidder offering the lowest amount for the total base bid items.

If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the government in the amount of $3,100 for each calendar day of delay.

Materially unbalanced bids will be rejected. Bidders are required to bid on all items or their bid will be rejected.

The project magnitude range is between $10,000,**** and $20,000,****.
