This procurement notice is for **** electrical and electronic assemblies, boards, cards, and associated hardware. Offers must be accompanied by a surplus material certificate if the material is surplus. Quotes submitted via EDI require a faxed or scanned copy of the certificate.
Inspection of materials will be at source or destination. If the offeror is not the manufacturer, the OEM's cage code and part number must be stated. A follow-up email address must be provided. Vendors can register for EDA (Electronic Document Access) at a provided website. The government may correct nonconforming packaging or marking for receipts of DLA-owned materiel if the estimated costs of correction are $1,000 or less. If the estimated costs of correction are more than $1,000, the materiel may be returned to the contractor for correction or remediated by the government at the contractor's expense. Product verification testing (PVT) may be required. The contractor must provide and maintain an
inspection system acceptable to the government.
Inspection and acceptance are at source, unless otherwise specified. Interested parties may file an agency-level protest with the contracting officer or request an independent review by the chief of the contracting office. Offers of commercial surplus, manufacturers overruns, residual inventory resulting from terminated government contracts, and any other material that meets the technical requirements in the solicitation but was not previously owned by the government will be evaluated in accordance with the DLA procurement note L04. The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. The contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer. If manufacturing phase out or discontinuance of production of such items is contemplated, the contractor is required to notify the contracting officer and publish the discontinuance in the government industry data exchange program (GIDEP), where feasible and to provide immediate advance notice of production phase out to DLA DMSMS at ***@***. *. * documents may be required, and deadlines for delivery may apply. Participation criteria, process stages, cost of the dispute, deadlines for clarification and objection, exclusivity for certain types of companies, deadlines for starting services, and deadlines for total delivery of services may also apply.
