The Confederated Tribes of the Colville Reservation (CTCR) seeks a qualified contractor for an initial site investigation of five culvert washout failures in the Tunk Creek watershed. The deadline for questions is September 5, 2025, with answers posted on September 8, 2025. Proposals are due September 18, 2025, at 3:00 PM PST. Proposals must be submitted in hard copy (1 original and 3 bound copies) or electronically. The proposal must be no longer than 30 pages, single-spaced, with a 12-point font. The contractor must meet specific qualifications, including experience with the USDA Natural Resource Conservation Service (NRCS) and licensed professional civil engineers with experience in stream restoration projects. The contractor will also assist in CTCR interdisciplinary meetings to defend the project proposal and assist with the CTCR 3P review process and National Environmental Policy Act (NEPA) process requirements as needed. The tribes reserves the right to request clarifications or additional materials, change the RFP schedule, or issue amendments. Proposals may be withdrawn prior to the deadline. The tribes reserves the right to reject any or all proposals. The selected contractor will be required to enter into a standard form contract with a no assignment provision. Any increase in contract price following execution of the contract requires a written modification. The contractor must provide insurance meeting specific minimum requirements. The contract will require either a 15% retainage or a performance bond (for contracts over $100,000). Any reports, studies, conclusions, and summaries prepared by the contractor shall become the property of the tribes. The contractor shall hold harmless the tribes and its officers, agents, and employees against any liability that may be imposed upon them by reason of the contractor's failure to provide workers compensation coverage or liability coverage. The contractor's cost proposal may not include certain costs (overhead, online research, photocopying, express mail, etc. ). The tribes will require the selected contractor to expressly consent to the jurisdiction of the Colville tribal court for any and all disputes. Any contract awarded is subject to the tribes appropriation and budgetary process. Indian preference applies. The selected contractor must sign a certification regarding debarment and suspension. The anticipated service period is no longer than three months, but may be extended on an as-needed basis. The evaluation process will consider responsiveness, time estimates, qualifications, experience, staff qualifications, Indian preference, and cost. In-person discussion sessions may be held with selected offerors.

The St. Johns River Water Management District is requesting bids for a timber sale in the Clark Bay conservation area, Volusia County, Florida. The sale involves approximately 105 acres and includes logger select thinning in mature slash pine stands. The estimated volume of timber is 2,960 tons of pine pulpwood and 228 tons of chip n saw, but this is not guaranteed. Maps are included in the attached agreement.

All components must comply with US federal acquisition laws, including the NDAA, TAA, and DFARS. Noncompliance is grounds for termination. The system shall not include telecommunications equipment, video surveillance hardware, or IoT sensors from covered entities listed under 48 CFR **** (NDAA S889). A signed compliance certification (FAR ****) must be submitted prior to installation.
