Westchester County remits vendor payments via an electronic funds transfer (EFT) program known as VendorDirect. Any successful bidder that will not accept payment in that method will be considered nonresponsive.

All items delivered must be guaranteed against faulty materials and workmanship.

Bids will be evaluated based on lowest total bid cost, projected timetable for completion, completeness of the bid, and bidders demonstrated capabilities and professional qualifications. Bids received will be evaluated by Albany County and will be based, as a minimum, upon the following criteria: a Lowest total bid cost and projected timetable for completion of services and/or delivery of goods described herein b Completeness of the bid and c Bidders demonstrated capabilities and professional qualifications.

Bidders must have a minimum of five years of experience in pool maintenance, inspection, and repair services, and possess relevant certifications such as CPO or AFO. he firm or personnel must be skilled, trained in the industry, have a minimum of five 5 years of experience, and certified, i. e. , cpo certified pool operator or afo aquatics facility operator.

A site visit will be held on Thursday, July 9, 2026, at 9 AM for Site 1 (EAC Swimming Pool) and 11 AM for Site 2 (Gil Ethier Community Athletic Center). Bids may be rejected if the bidder has failed to comply with prequalification regulations, has outstanding bills for labor and materials on former contracts, is in default under previous contracts, or has performed unsatisfactory work on previous contracts. The county reserves the right to reject any bid if the information submitted by, or investigation of, such bidder fails to satisfy the county that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.

We would like a completed assessment by November 1st 2026.

The selection process is based on qualification.

The city is seeking an unbiased evaluation of the current condition of the pools and is relying on a consultant's knowledge to identify issues.

We would like an initial onsite inspection while the pool is still running, if additional work needs to be done after the pool is drained for the season this is acceptable.

The budget for the project is set at 15,000.
