This is an MBE set-aside solicitation. The solicitation will be awarded based on the lowest quote for the entire bid and the most responsive and responsible bidder to include delivery, setup, and warrantee if applicable. Quoted pricing is guaranteed for 60 days. No adjustments are permitted once a purchase order has been generated and received. No substitutes are allowed.

Proposals must be received by December 18, 2025, at 3 p. m. Lexington, KY time. The university's general terms and conditions apply. Contracts resulting from this RFP must be governed by Kentucky law. Any agreement to restrain competition is prohibited. Offerors must submit contact information to the purchasing officer. All communication regarding this RFP should only be directed to the purchasing officer. Offerors whose proposals are judged acceptable may be required to make a presentation. Proposals must be received by the deadline. Proposals received after the closing date and time will not be considered. The university reserves the right to accept or reject any or all proposals. Any addenda issued by the purchasing agency prior to the time for receiving proposals shall become a part of this RFP. The university will not disclose any portions of the proposals prior to contract award. Offerors are not allowed to communicate about the subject of the RFP with any university staff. Costs for developing the proposals are solely the responsibility of the offerors. All proposals become the property of the university. Offerors may submit alternate proposals. All questions should be submitted by email to the purchasing officer no later than the date listed in section 3. 1. The contract resulting from this RFP shall be effective when all parties have executed and the initial term of the contract shall be two years. The contract will be renewable for up to 3 additional one year renewal periods. The total contract period will not exceed 5 years. The university may terminate the resulting contract without cause with thirty 30 day written notice.

The Office of State Procurement is seeking bids for TV services for the Louisiana Department of Health. The bid opening is on May 8, 2025, at 10:00 AM CST. Responses must be submitted electronically via a provided link. All vendors must be registered in the lagov system. A W9 form is required for newly registered vendors. Bid documents include special terms and conditions, specifications, a channel list, and online bidding instructions. The contract is for an initial one-year period, beginning July 1, 2025, or the date of award, whichever is later, and ending June 30, 2026. The contract may be renewed for two additional 12-month periods at the same prices and conditions. The total contract time cannot exceed 36 months. The state intends to award the contract to the lowest responsive and responsible bidder meeting the specifications. The state reserves the right to reject individual line items from the award. Bid prices must be typed, written in ink, or submitted online. All bids must be manually signed in ink or submitted online. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit descriptive information. The vendor is responsible for including all applicable taxes in the bid price. All products must be new, never previously used, and the current model and packaging. The state has the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. Failure to deliver within the specified time or to provide services as specified will constitute a default. All contracts shall be construed in accordance with the laws of the state of Louisiana. Bidders must comply with civil rights laws, ADA accessibility requirements, and other relevant laws. Evidence of authority to sign and submit bids must be provided. The state reserves the right to reject a proposal from a business in which any individual with an ownership interest of five percent or more has been convicted of a felony. The contractor agrees to adhere to the Copeland Anti-kickback Act, Clean Air Act, Clean Water Act, Energy Policy and Conservation Act, anti-lobbying and debarment act, and other relevant federal statutes. The bidder certifies that the price submitted was independently arrived at without collusion.
