Vendors interested in providing student services, enrichment, tutorials, and mentoring to the Houston Independent School District (HISD) must submit a proposal in response to this Request for Proposals (RFP). To be considered, vendors must become an approved HISD vendor by meeting specific criteria through a formal procurement process. The tentative project term is from July 1, 2027, through June 30, 2028, with two automatic annual renewals, not to extend beyond June 30, 2030. Failure to provide required HUB participation documentation may result in disqualification. Vendors who will have direct contact with students must comply with Texas education code requirements regarding criminal history background checks and pre-employment affidavits.

The evaluation committee considers vendor's reputation and quality of vendor's goods or services in the evaluation of this proposal.
An HISD approved vendor is one that has been authorized for use upon having met a set of predetermined criteria through a formal procurement process and awarded a contract contract, agreement, or project upon approval by the HISD board of managers.
Questions pertaining to the solicitation process or related to the scope or specifications contained in this RFP should be submitted via the electronic bidding portal by the deadline specified within the RFP.
Failure to provide the required hub documentation will be considered noncompliant. If a company is deemed noncompliant, it can lead to disqualification from the provision of goods and services to the district for current and/or future projects.
