The anticipated required delivery date for the heavy equipment is April 6, 2026.

Payment will be made by the government. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).

The contract will be awarded to the vendor who proposes the best-value product which meets the specifications.

Award will be made to a responsible source pursuant to FAR subpart 9. 1. Respondents must be registered at the System for Award Management (SAM) website as an active vendor.

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The period of performance for this service is 30 calendar days from the notice to proceed.

The bid notice states that this is a firm fixed price contract.

This requirement is a total small business set aside.

All contractors are to meet at the Sheppard AFB Visitor Control Center VCC, Bldg ****, Missile Road, Wichita Falls, TX **** on Friday, March 6, 2026, at 1:00 PM CT for a site visit.

The bid due deadline is April 1, 2026, at 2:00 PM CST. Bids must be received and time stamped at TPWD prior to this deadline. Late bids will not be considered.

The bid notice states that payment normally will be made to the contractor within 30 days after receipt of a properly prepared invoice or the receipt and acceptance of goods/services ordered, whichever is later. State agencies are required by state law to pay properly submitted invoices within 30 days.

The bid notice states that manufacturers standard warranty shall apply unless otherwise stated in the solicitation.

TPWD will award a contract to the respondent whose quote is considered to be the best value to TPWD, price and other factors considered. The following factors may be used to evaluate bids: Lowest price, ability, qualifications and experience meeting or exceeding the requirement, delivery service schedule, and past performance.

The bid notice states that a contract shall be awarded only to a contractor who is experienced in providing the services contained herein and must have been engaged in the business of providing the specified services for a minimum of three 3 years. Recent startup businesses do not meet the requirements of this solicitation. Bidders must also complete Exhibit A Company Profile and Exhibit B Past Projects with corresponding references.

The bid notice mentions that failure to provide services in accordance with requirements specified herein and the resulting contracts and adherence to the TPWD terms and conditions may be considered unsatisfactory performance by the contractor. An unsatisfactory performance may result in a negative vendor performance report, or cancellation of the contract or both. It also states that default in promised delivery without accepted reasons or failure to meet specifications authorizes TPWD to purchase services of this contract elsewhere and charge any increased costs for the services, including the cost of re soliciting, to the contractor.

The bid notice states that samples, when requested, must be furnished free of expense to the state. If not destroyed in examination, they will be returned to the respondent, on request, at respondents expense. Each sample should be marked with respondents name and address, and requisition number.

The bid notice states that TPWD will allow written requests for clarification of this solicitation. Questions may be e mailed to the point of contact listed above a minimum of 5 days before the specified date listed on the IFB cover page. Answers to questions shall be provided by an addendum.
