The City of Lacey is seeking bids for the Madrona Connection to the 337 Pressure Zone project. This project involves the installation of approximately 3,300 LF of 12-inch and 16-inch diameter water main. Key activities include water main installation, service lines, meter installation, transfer of water services, valve and fitting installation, hydrant assembly, utility appurtenances, connections to existing water mains, water main abandonment, tree removal, pavement, lawn, and sidewalk restoration, and traffic control. Bids are due by 2:30 p. m. on June 17, 2026, and will be opened via a live video stream. A bid deposit of five percent is required. The contract will be awarded to the lowest responsible bidder. Additional documents such as subcontractor lists and certifications are required with the bid. The estimated range for this project is $3,300,000 to $3,800,000.
Sealed bids will be received by the City of Lacey until 2:30 p. m. , June 17, 2026.
The contract states that partial payments will be made at the request of the contractor not more than once each month upon approval of the owner, as hereinafter specified, provided they are in accordance with the provisions of RCW 60. 28. 010. There will be reserved and retained from monies earned by the contractor, as determined by such monthly estimates, a sum equal to 5 percent of the contract price.
The contractor shall guarantee the materials and workmanship for a period of one (1) year from and after the date of final acceptance by the owner.
The city will award the contract to the lowest responsible bidder as determined by the special provisions.
The city does not prequalify bidders. However, if the apparent low bidder has not already been determined qualified, the city shall afford seven (7) days after notification for the low bidder to provide evidence for evaluation, as to capability to perform the work. The evaluation will include consideration of experience, personnel, equipment, financial resources as well as performance record.
Liquidated damages will be assessed for each working day beyond the number of working days established for physical completion, calculated by the formula LD=0. 15CT, where C is the original contract amount and T is the original time for physical completion.
Bidders shall examine contract and bid documents and the site and shall satisfy themselves as to conditions that exist.
Before awarding any contract, the contracting agency may require one or more of these items or actions of the apparent lowest responsible bidder: a complete statement of the origin, composition, and manufacture of any or all materials to be used, samples of these materials for quality and fitness tests.
Prospective bidder desiring an explanation or interpretation of the bid documents, shall request the explanation or interpretation in writing by close of business five (5) business days preceding the bid opening to allow a written reply to reach all prospective bidders before the submission of their bids.
A bidder will be deemed not responsible if the bidder does not meet the mandatory bidder responsibility criteria in RCW ****, as amended.
The range for this project is $3,300,000 to $3,800,000.
