This is a solicitation for a complete firm fixed price generator replacement, including all labor, materials, tools, equipment, supervision, removal of existing equipment, installation, electrical integration, commissioning, load testing, training, and closeout documentation. The contractor is responsible for safety compliance with all applicable laws and regulations, including OSHA. Workmanship shall be of the highest quality. Material approval submittals are required. The contractor must furnish copies of weekly payrolls to the contracting officer. Electronic invoicing and payment are required through the IPP system. The contractor shall obtain all necessary permits and licenses. The contractor shall be available to meet with the contracting officer or representative at the job site during construction to discuss work progress. The maximum workweek approved is 40 hours. Samples, certificates, and test data shall be submitted as required. The contractor shall suspend operations if archeological findings are uncovered and notify the contracting officer immediately. The contractor shall furnish the contracting officer with a release of claims against the United States prior to final payment. Liability insurance is required. The Buy American Act applies to construction materials, with provisions for exceptions based on cost, impracticability, or non-availability. Utility services will be made available by the government, and the contractor will be charged for consumption. The contract incorporates various clauses by reference, including those related to suspension of work, commencement/prosecution/completion of work, contract administration, payments, safety, progress meetings, work hours, use of premises, disposal, contractor employees, permits, quality of work, completion of work, material approval submittals, archeological findings, and electronic invoicing.
The contractor shall commence work under this contract within 10 calendar days after the date the contractor receives the notice to proceed, prosecute the work diligently, and complete the entire work ready for use not later than 90 days. The time stated for completion shall include final cleanup of the premises.
The contractor shall submit invoices in two copies monthly to the contracting officer for the percentage of work completed. Contractor and COR at the site must agree on the percentage of work completed at the end of each month. The COR must sign this invoice or it will be returned to the contractor and will delay payment. A correctly signed invoice is reviewed by the COR and returns the payment request to the CO who approves and confirms vendor is authorized to submit the invoice in the internet payment process IPP system for payment.
The contractor shall have a competent superintendent hereinafter referred to as the contractor's superintendent who is deemed acceptable to the government, authorized to act on the contractor's behalf, and to be present on the jobsite at all times when contract work is being performed.
The contractor is subject to the wage and hour dept. , U. S. Department of Labor, and may be subject to liquidated damage for noncompliance.
When required by the specifications or the contracting officer, samples, certificates, and test data shall be submitted after award of the contract, prepaid, in time for proper action by the contracting officer or his/her designated representative. Certificates and test data shall be submitted in triplicate to show compliance of materials and construction specified in the contract performance requirements. Samples shall be submitted in duplicate by the contractor, except as otherwise specified, to show compliance with the contract requirements.
