Specific areas for removal are identified in Building 1, 1st floor, B wing dental, and Building 1 mezzanine above the linear accelerator. Contractors must use non-friable, non-regulated methods. Abatement designers, supervisors, and workers must be accredited by the State of North Carolina. An asbestos removal permit may be required. Work must be completed in accordance with applicable building codes, VA design guides, and specifications. The contractor is responsible for providing access to building codes and adhering to safety requirements, including OSHA 10-hour training and North Carolina asbestos worker supervisor accreditations. The contractor must submit a written safety plan and a work schedule within 5 days of the Notice to Proceed (NTP). The contractor is responsible for quality control and must submit a quality control plan. The contractor must also provide a telephone number and an emergency number for contact. Normal work hours are generally outside of patient care impact times, with specific requirements for weekend/holiday work requiring advance written permission. The period of performance is 10 days after NTP. The contractor must coordinate work sequences, access, and material delivery to minimize interference with government operations. All damages must be repaired at no cost to the government. Traffic control methods require approval. Utility service outages must be scheduled at least 5 working days in advance. The contractor will have access to the work area, and movement must be confined to avoid interference with ongoing operations. The contractor's quality control plan must address how they will assure compliance with contract requirements, including submittals, supplies, materials, equipment, and testing. Daily construction quality control reports are required. Preconstruction safety meetings are mandatory to review safety programs and discuss implementation of safety provisions. The contractor assumes full responsibility for health and safety compliance.

The veteran s administration is required by public law 109 461 to give priority to sdvosb and vosb concerns if there should be sufficient firms available to compete under a set aside. if insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid.
