The contract period for the base year is from December 1, 2026, to November 30, 2027. There are four option years available.

Payment will be made by the Department of Veterans Affairs, FMSVA2, 101 Financial Services Center. Invoices will be submitted after receipt, inspection, and acceptance.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Contractor will be selected based on creative quality and ability, technical equipment, overall services offered such as inhouse advertising expertise, graphic design and photographic capability, targeted digital advertising campaign capability, outdoor billboard advertising space ownership and cost.

This acquisition is a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only. Offerors must be certified SDVOSBs and listed in the SBA certification database.

Contractor must submit samples of similar previous projects for evaluation of creative content and capability.

All projects must be completed and invoiced by June 30, 2027. No extensions will be granted.

Disbursement of funds will be on a reimbursement basis, requiring acceptable documentation submitted to the department prior to any payment. Only expenses incurred during the contract period are eligible. Invoices must be submitted no later than June 30, 2027.

Equipment must carry a manufacturer's warranty of at least one 1 year.

Proposals will be evaluated based on applicant operation capacity, project need justification, feasibility project implementation, project impacts outcomes, and overall project value funding priority.

Eligible applicants are cranberry operations engaged in commercial production agriculture, defined by m. g. l. c. 128, section 1a. Projects must be located on property in active agricultural use and under the applicant's ownership or control for at least three 3 consecutive years.

Failure to obtain or remain in compliance with required approvals may result in termination of the contract.

All applicants give permission to have a site visit by MDAR staff, which may be necessary before a funding decision is made. All site visits will be arranged with you in advance.

Late or incomplete applications will not be considered. Misrepresentation of SBPP status will result in disqualification from consideration, and may result in debarment, contract termination, and other actions.

Qualified contractors must provide company name, UEI no and CAGE code, point of contact information, specific product(s) offered that fulfill the same function, or evidence of capability, and a description of the product(s) and overall capabilities. Qualified contractors must provide the following information: 1. The name of your company 2. Company UEI no and CAGE code 3. Point of contact, and secondary contact, information 4. The specific product s that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above and, 5. A description of that product s and its overall capabilities.

Failure to clearly demonstrate the ability to meet all requirements in a written response may result in the government making an award on a sole source basis. If no written response is received by the deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the government, TCSC will make award on a sole source basis to 1nteger d b a kharon.
