To avoid delay in payment, all invoices must be uploaded into the invoicing processing platform IPP (www. ***. *. *). The invoice must match the line item description on the purchase order and state that payment is to be made using a three-way match.

Proposals will be evaluated based on prototype definition and quantity, mission effectiveness, nontraditional participation, cost share, and defense utility.

Companies must have a Unique Entity ID (UEI) and must register in the System for Award Management (SAM) prior to receiving an award. Companies must also register in the prescribed government invoicing system. The company must be determined to be responsible by the Agreements/Contracting Officer and must not be suspended or debarred from award by the Federal government.

The penalty for making false statements in proposals is prescribed in 18 ****.

Failure to fully and accurately disclose all intellectual property and associated restrictions may result in the submission being deemed noncompliant.

Technical proposals are due by 9:00 AM ET on June 30, 2026. Price proposals are anticipated to be due by August 26, 2026.

Payment will be made within thirty (30) days after the university's receipt of a proper invoice. Charges for late payment will be as prescribed by Maryland law.

The contract includes provisions for evaluation and acceptance of deliverables, with a process for correction of deficiencies. If a deliverable fails to conform after two attempts, UMGC may extend the warranty period.
