Texas Tech University (TTU) is seeking proposals for maintenance and repair staff augmentation services to support its growing campus. The university requires skilled, semi-skilled, and trade-specific personnel to supplement existing staff for various maintenance, repair, renovation, and operational tasks across TTU-owned and leased facilities. Key requirements include providing qualified personnel, maintaining a 24/7 emergency contact, conducting background checks, ensuring personnel have necessary certifications and licenses, and providing uniforms and identification. Proposals will be evaluated based on financial value, demonstrated ability to meet TTU's requirements, value-added options, and quality assurance plans. The RFP submission deadline is July 31, 2026. The contract term is anticipated to be four years with potential for four one-year renewals.
Proposals must be received by 2:00 PM Central on Friday, July 31, 2026. TTU recommends submitting at least 24 hours prior to the deadline to accommodate technical issues.
Invoices will be paid net thirty (30) days in compliance with Texas laws. All invoices must reference a valid TTU purchase order. Prompt payment discounts may be proposed.
Proposals will be awarded based on the best value to TTU, considering factors such as purchase price, reputation, quality of goods/services, extent to which needs are met, past relationship with TTU, impact on HUB compliance, total long-term cost, and other relevant factors.
Proposers must provide sufficient personnel capable of fulfilling maintenance and repair tasks, maintain a 24/7 emergency contact, ensure personnel meet appearance and conduct standards, conduct background checks and screenings, and ensure personnel hold necessary certifications and licenses.
Protest procedures are outlined, and any actual or prospective proposer who believes they have been aggrieved may formally protest to the Assistant Vice President and Chief Procurement Officer.
Proposals may be rejected if they are conditional or incomplete, if there are prohibited communications with TTU personnel involved in the RFP process, or if financial proposals are not arrived at independently.
