The bid closing date is May 26, 2026, **** hours, Eastern Standard Time, at HQ SACT, Purchasing and Contracting Office. No bids shall be accepted after this date and time.

The minimum qualifications for the contractor include a university degree in finance/accounting/audit or a professional qualification with six years of post-related experience, English proficiency equivalent to SLP ****, a minimum of 10 years demonstrated experience in finance/accounting policy and processes, a minimum of 10 years demonstrated experience in analysis and control of mission information, a minimum of 5 years experience in financial statement analysis and preparation, a minimum of 5 years demonstrated knowledge of IPSAS, demonstrated ability to support IPSAS implementation, and an active NATO or national secret security clearance.

No travel is anticipated with this requirement, indicating no site visit is expected.

The RFP does not mention the submission of samples.

The submission window for solutions is between May 08, 2026, and June 09, 2026, 12:00 PM EST.

Solutions will be assessed against the Tradewinds Rubric Appendix B and assigned a rating of either awardable or non-awardable.

Entities are invited to submit solutions that meet or exceed the desired capabilities described in the opportunity.

The bid notice states that all services under this task order shall be completed no later than 180 days after the date of task order award. The vendor shall submit completed digital files to the TPOC via Dropbox within ten 10 working days after the photography session. The printed proofs for each image shall be delivered via mail within thirty 30 days of completion of the photography session.

The bid notice states that the contractor shall conduct a site visit at the NMMC Museum Support Facility MSF within 25 days of task order award. The site visit shall include an intake meeting with the TPOC. The contractor shall coordinate directly with the TPOC to schedule the site visit upon award of task order. The contractor shall examine a sampling of the forty 40 works of art requiring services under this task order during the site visit and to review the workspace for photographing the collection.

The bid notice states that the contractor shall provide one 4x5 proof print of each digital file.

The solicitation due date for offers is Thursday, May 14, 2026, at 2:00 PM EDT. Offerors must be able to mobilize and begin on-site performance no later than 7 calendar days after award.

The bid notice states that DoD requires all payment requests, with a few exceptions, to be submitted and processed electronically. Vendors and contractors must familiarize themselves with clause **** and DFARS **** for specific procedures. The DoD preferred electronic form for transmission is Wide Area Workflow (WAWF).

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. This acquisition will utilize a performance price tradeoff (PPT), where past performance is significantly more important than price.

Offerors must be registered and active in the System for Award Management (SAM). They must provide a technical proposal detailing their ability to perform the services, a mission essential plan, a list of key personnel and their qualifications, the size of their current workforce, and an assertion that they can mobilize and begin performance within 7 calendar days of award. Past performance will be evaluated based on 2-4 similar projects completed in the past three years.

A site visit is scheduled for May 5, 2026. Interested offerors must RSVP by April 30, 2026, at 2:00 PM EST. All interested offerors who wish to attend are required to register by emailing a completed base access request form by the deadline. There shall be no more than two registered parties per contractor.
