The city will use the following criteria to determine which consultants will be interviewed and ultimately which consultants it will recommend the city council designate the ppc: evaluation criteria experience qualifications 30 points familiarity with the city of warrenville and the key planning and policy documents that support this project demonstrated ability to perform past performance of consultants key team members on other completed projects of similar scope and magnitude and experience, qualifications, and availability of key personnel assigned to the project. project understanding approach 50 points understanding of the citys project goals as reflected in the consultants approach for phase iii of the project quality of communications organizationcompleteness of rfp response written and graphic skills as shown through referenced work examples and work product examples quality, appearance, presentation, and applicability of referenced work examples. budget responsiveness 20 points understanding and quality of feedback on the citys project budget expectations.

The bid notice states esponses to this rfp shall include the following information, presented in the following sections: section 1: cover letter providing a summary of the consultants understanding of the project and identifying all individuals and firms that will be part of the consultants team section 2: summary of the qualifications of the consultants team, including roles and responsibilities, contact information mailing addresses, email addresses, and phone numbers, and professional resumes for the project lead and all other key personnel and all subconsultants section 3: statement of relevant project experience which is most representative of this project with no more than three professional references for this work. include copies of or links to published similar work products section 4: proposal of the consultants approach to implementing phase iii of this project, limited to ten pages, including: o public engagement strategies, including the number, type, and schedule of meetings the consultant anticipates conducting with city staff, the workgroup, the public, the plan commission, and the city council o anticipated phase iii project deliverables including, but not limited to, design and landscape regulations, an updated land use plan, and marketing materials for key sites and o timeline for phase iii of the project not to exceed 18 months.

The bid notice states city staffs fy 2027 budget request allocates 115, 000 for this project.

The delivery is required within 90 days from award of the contract.

The contractor shall submit a consolidated invoice monthly in arrears of the month for which services are being billed.

The contractor shall provide a warranty period of 1 year.

Responses must be received no later than Wednesday, February 25, 2026, by 12:00 PM EST.
