Sealed bids are requested for
testing various
samples for a two-year period. Bidders must submit a checklist of documents, including an invitation to bid, signature, references, bid bond, statement of ownership, affirmative action compliance, instructions to bidders, proposal, bid sheets, bidders exception list, acknowledgment of receipt of changes to bid documents, contract, general conditions, insurance requirements, supplemental conditions, New Jersey business registration certificate, disclosure of investment activities in Iran certification, and certification of non-involvement in prohibited activities in Russia or Belarus. Failure to submit these documents will result in bid rejection. All bids must be made on the blank proposal form, filled in black ink, and enclosed in opaque sealed envelopes addressed to the Passaic Valley Sewerage Commission. Certified checks or bid bonds are required. The bid opening will be held on August 21, 2025, at 10:00 AM, in the commission's office, and will be publicly opened and read via Zoom conferencing. Bidders can also dial in by phone. Security requirements apply to all contractors and representatives. The contract is for a two-year period beginning November 1, 2025. The vendor guarantees delivery within the specified timeframe. The commission is exempt from paying New Jersey state and federal taxes. Unit prices for each test are required. The commission reserves the right to award the contract on a per-item basis or in total. The vendor is responsible for cleanup of any spillage. Hazardous materials must be properly labeled. Insurance coverage is required. On-site audits may be conducted. Real-time access to preliminary results is required. The vendor must supply new bottles with preservatives. Unit pricing for all sample matrices is required. The bidder must be able to meet rush turnaround time requests. Reporting limits for inorganic and organic compounds must be below specified limits. Sample pickup is available seven days a week. Results between the method detection limit (MDL) and reporting limit (RL) must be reported and qualified. Final reports must include the date of generation. Amended reports must be processed within 24 hours. Report qualifiers must be noted. Analytical results must be provided in CSV files. The PVSC laboratory must be notified immediately of any issues. Final report revisions must be included in line item pricing. The PVSC laboratory must be notified within 24 hours of any changes to certification, methods, or procedures. Standard data package information must be provided. Compounds in tables 2, 3, 4, and 5 must be analyzed. Upon award of the contract, the bidder must submit their lab certification, current ACP, SOPs, and current MDLs and RLS. An online client account login for the bidder's results portal must be created. The bidder must be able to meet rush turnaround time requests. The vendor must comply with all New Jersey statutes affecting public contracts, including prevailing wage rates.
