The proposal due date is September 23, 2026, at 2:00 PM Pacific Standard Time.

Pricing is based on a per member per month (PMPM) rate. Options include a comprehensive full-risk solution or a third-party administrative (TPA) model.

Proposals will be evaluated based on experience with geriatric and medically frail populations, access and provider network, ability to provide services at home and at a PACE location, PACE model experience, and price.

Proposers must have at least five years of experience providing dental care to the elderly population, a minimum of two years experience with the PACE model of care, and demonstrated capability to provide utilization reports in the standard 837d format.

Protests relating to the content of the solicitation or an addendum must be filed within five business days after the date Caloptima releases the solicitation or addendum.

Proposals may be deemed nonresponsive if they are conditional, include material exceptions, or if proposers violate communication restrictions.

The due date for bids is August 6, 2026, at 2:00:00 PM.

Bids must be received by the purchasing agency no later than August 26, 2026, at 10:00 AM. bids must be received by the purchasing agency on the solicitation due date no later than the solicitation due time as set forth in the solicitation.

The selected contractor will be paid upon satisfactory delivery/completion of work performed and submission of an invoice. he selected contractor will be reimbursed only for commoditiesservices performed and accepted by the commonwealth of pennsylvania.

Payments shall be made within **** days of receipt of proper invoices for work completed the previous month. There will be no penalty for late payments. Vendor/consultant are advised that they must submit monthly invoices within 30 days after the month services were performed. Invoices submitted 90 days or more after the month services were performed will not be paid by Riverbay.

The evaluation criteria include bidders past experience and performance, bidders cost of services, bidders ability to undertake the entire scope of work, and bidders ability to comply with bid instructions. Riverbay retains the discretion not to award any contract, and/or to determine in its sole judgment, the lowest qualified bidder.

All bidders must be licensed plumbers and must provide proof of license along with submission of bid.

There will be no penalty for late payments.

Failure to provide pricing for each line item listed in the bidnet platform may result in disqualification of your bid proposal. Late submissions will not be accepted.

The contract is going to begin on July 1, 2026 and run five years.

The vendor will receive a fee not to exceed **** per hour up to 4 hours a week up to **** per week for Boswell campus and **** per group home individual. This charge is for preventative and basic needs, all major dental needs will be billed separate depending on the needs of the client. The total cost of this contract is not to exceed $95,000 per year or $475,**** for the life of the contract.

The evaluation committee has concluded that the rates of Russell H. Slover, D. M. D. , P. A. is fair, and that the proposal shows an understanding of the statement of qualifications and that the offeror has enough experience to complete the contract.

Vendors are reminded that any reconsideration of this decision must be submitted to Benjamin Purser Cyndi Eubanks, Assistant Attorney General within seven 7 calendar days after the issuance of this notice or no later than 5/22/26.
