Brandywine School District is seeking proposals for professional services to provide a comprehensive credit recovery program for students. The program should offer an alternative learning environment with synchronous virtual instruction, counseling, and in-person services. Key personnel must be qualified, and staff must hold valid Delaware teaching certificates. The vendor will be responsible for up to 65 students and must achieve a 90% graduation success rate. Proposals are due July 15, 2026. The contract term is one year with three optional one-year extensions.
Proposals must be received no later than 2:00 PM local time on July 15, 2026.
Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, as much as 25%.
The vendor will provide a warranty that the deliverables will function as designed for a period of no less than one year from the date of system acceptance.
The contract will be awarded to the vendor whose proposal is most advantageous, taking into consideration the evaluation factors: Experience of vendor/staff (30%), Staffing plan (20%), Student/family services (30%), and Pricing (20%).
Vendors must provide Delaware licenses and/or certifications, proof of insurance, resumes of key staff, a staffing plan, and a summary of experience with nontraditional students and as an educational provider.
The state of Delaware may include in the final contract liquidated damages provisions for non-performance.
A mandatory prebid meeting has not been established for this request for proposal.
Questions concerning the RFP must be submitted in writing no later than June 18, 2026.
Proposals may be rejected if they do not meet the requirements of the RFP, if vendors have been convicted of certain offenses, or if they violate contract provisions or ethical standards.
