This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR part 12. The USDA's Animal and Plant Health Inspection Service, Wildlife Services, requires a high-tensile woven wire fence for wolf abatement in Bayfield County, Wisconsin. The estimated magnitude of this project is between $25,000 and $100,000. A firm-fixed-price construction purchase order is anticipated. Work must commence within five calendar days after the notice to proceed and be completed within 60 days after notice to proceed. Questions are due by May 26, 2026, at noon CT. Quotes are due by May 28, 2026, at noon CT and must include the quote page, a demonstration of relevant experience, and past performance information. A payment bond will be required within 10 days of award; a bid bond is not required. A site visit is scheduled for May 13, 2026, at 11 a. m. CT. Quotes will be evaluated using the lowest price, technically acceptable approach. USDA is exempt from sales tax.
The contractor will be required to complete the entire work ready for use not later than 60 days after notice to proceed, including final cleanup of the premises.
The contractor may request progress payments monthly as the work proceeds, on estimates of work accomplished that meets the standards of quality established under the contract, as approved by the contracting officer. Approved requests shall be paid within 14 days of submittal of a proper request for payment.
Quotes will be evaluated using the lowest price, technically acceptable approach. Only the lowest priced quote will be evaluated for technical acceptability.
A responsible quoter will have the ability to comply with the required delivery or performance schedule, taking into consideration other business commitments; have a satisfactory record of performance and integrity; have a satisfactory safety and environmental record; have satisfactory references; and have the necessary facilities, equipment, materials, personnel, organization, experience, technical skills, and financial resources to fulfill the terms of the resultant contract.
A site visit is scheduled for May 13, 2026, at 11 a. m. CT.
Protests must be filed within the timeframes specified in FAR ****.
Submission of a knowing false statement relating to offerors compliance with the DEI certification requirements may subject the offeror to liability under the false claims act and/or criminal liability. Failure on the part of the offeror or its subcontractors to comply with the terms of the DEI clause may be grounds for the contracting officer to terminate the contract for default.
