This is a non-personal services contract for providing state and DOD
funeral service hearse and clergy
vehicles. The government will not supervise the service providers. The contractor is responsible for all personnel, equipment, and services, except for government-furnished property and services. The contract period is five years (December 2025 - November 2030). Quality control is the contractor's responsibility, including developing and implementing a quality control plan (QCP). Contractor personnel must have a Secret Service level security clearance. The contractor is responsible for safeguarding government equipment and property. Contractor personnel and property are subject to search and seizure at military bases and government facilities. Credentialing badges will be issued. The contractor shall not employ any US government employee if it creates a conflict of interest. The government has unlimited rights to all documents produced under the contract. The contractor must notify the contracting officer immediately if an organizational conflict of interest arises. The contractor must register with Wide Area Work Flow (WAWF). The contractor must provide each employee with an identification badge. The contractor will be required to travel throughout the continental US. The government has unlimited rights to all documents/materials produced under this contract. The contractor must comply with FAR 52. 225-0. The contractor must ensure all applications are accessible to people with disabilities. The contractor must report all contractor manpower, including subcontractor manpower, to the Army data collection site. The contractor must provide up to six black hearses with drivers, twelve black extra-large luxury SUVs with drivers, and
vehicles and drivers at multiple locations. The contractor must provide up to six collapsible, wheeled church trucks, up to two catafalques, up to two non-collapsible, pneumatic wheeled church trucks, and up to six variably weighted practice caskets. The contractor must provide up to three qualified
funeral consultants. Vehicle exteriors and interiors must be cleaned daily. The contractor shall not include their support of these projects in any future marketing mechanisms. The contractor shall not sell nor profit from the sale of the hearse as a collector's item or celebrity vehicle. The contractor must report all contractor labor hours, including subcontractor labor hours, to the Department of the Army via a secure data collection site.
