This is an informal bid for the WPCP Primary Clarifiers Trough Recoating Project for the Moore County Water Pollution Control Plant. Bids will be received until 4:00 PM EST on Thursday, May 28, 2026. The project involves preparing and recoating weir troughs on three primary clarifiers. All inquiries must be directed in writing to Terra Vuncannon, Purchasing Manager, by email at ***@***. *. * no later than 10:00 AM on Friday, May 22, 2026. Addenda will be posted on www. ***. *. * must be submitted in a sealed envelope and include a signed bid form, notarized noncollusion affidavit, e-Verify affidavit, and a current W9 form. The contract award will be made to the lowest responsible, responsive bidder. The contractor must provide a full-time onsite superintendent and complete the work within 120 calendar days from the Notice to Proceed. Liquidated damages of $1,000 per calendar day will apply for delays. The contractor shall warrant the work for twelve months from final acceptance. Bidders must be registered with the Secretary of State and comply with North Carolina Workers Compensation Act and maintain specific insurance coverage. Qualified contractors must possess an active North Carolina General Contractors license and supervisory personnel with specific certifications (AMPP, SSPC, NACE). The county reserves the right to reject any or all bids.
The bid notice states that full completion of the work shall be no later than one hundred and twenty (120) calendar days from the Notice to Proceed.
Payment to the contractor shall be on a lump sum basis for each PC trough satisfactorily recoated.
The contractor shall warrant that the work is free of any defect for a period of twelve (12) months from the date of final acceptance of the work.
Award shall be made to the lowest responsible, responsive bid or bidders, taking into consideration quality, performance and the time specified in the bids for the performance of the contract.
Bidders must have an active North Carolina General Contractors license, supervisory personnel with certification as Association for Materials Protection and Performance (AMPP) Protective Coatings Specialist (PCS), Society for Protective Coatings (SSPC) Protective Coatings Specialist (PCS), or National Association of Corrosion Engineers (NACE) Coating Inspector Program (CIP) Level 1, 2, or 3, and a combination of experience and expertise on similar projects.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the owner in the amount of $1,000 for each calendar day of delay until the work is completed or accepted.

Bids may be rejected if they show omissions, alterations of form, additions not called for, conditional bids or any irregularities of any kind. Any bidder that designates its entire bid as a trade secret may be disqualified.
